Owensboro Community & Technical College has named Rhonda A. Logsdon as the college’s new Vice President of Business Affairs. Logsdon brings more than three decades of service to OCTC and the Kentucky Community & Technical College System (KCTCS), along with extensive experience in budgeting, financial operations, advancement services, facilities oversight, and administrative leadership.

Logsdon will provide executive leadership for OCTC’s financial strategy, budgeting processes, business operations, and resource stewardship in support of the college’s mission and future growth. She will assume the role on March 1.

“OCTC has been an important part of my life for many years, and I am honored to continue serving the college in this new capacity,” Logsdon said. “I look forward to supporting our students, employees, and community by strengthening the business operations that allow our mission to thrive.”

A lifelong resident of Owensboro and a long-standing member of the OCTC community, Logsdon has served since 2014 as the college’s Associate Dean of Business Affairs, where she oversaw all Business Office functions, including accounts payable and receivable, purchasing, procurement card operations, student financials, cash handling, and monthly financial reconciliations. She also played a role in grant accounting oversight, particularly for OCTC’s Perkins-funded initiatives.

Prior to her most recent role, Logsdon served as Manager of Advancement from 2007 to 2014, managing all financial records for the OCTC Foundation, tracking gifts and pledges, and preparing detailed financial reports for the Foundation’s Board of Directors. Her earlier career includes service as Director of Maintenance and Operations, Business Operations Manager, and Secretary Chief.

Logsdon began her educational journey at OCTC, earning her Associate in Arts with High Distinction before completing her Bachelor of Science in Business Administration with a minor in Accounting from Kentucky Wesleyan College, graduating Summa Cum Laude with a perfect 4.0 GPA.

Scott Williams, President of Owensboro Community & Technical College, praised Logsdon’s appointment.

“Rhonda has demonstrated exceptional leadership, integrity, and deep commitment to OCTC throughout her career,” he said. “Her institutional knowledge and proven track record of operational excellence make her the ideal choice to guide our financial and business strategies. We are fortunate to have someone of her caliber step into this critical role.”
