Owensboro Community & Technical College has appointed Dr. Ryan Hall as its Innovation and Artificial Intelligence Lead, a newly defined role aimed at advancing applied artificial intelligence initiatives and workforce modernization efforts.
In the position, Hall will focus on driving technology-enabled innovation across Kentucky, with an emphasis on ensuring artificial intelligence enhances human capability, strengthens economic resilience, and expands regional opportunity.
“At OCTC, our focus is on applied, responsible AI that supports learners, strengthens employers, and helps communities adapt and thrive in a rapidly changing economy,” said OCTC President Dr. Scott Williams.
Williams said the college views artificial intelligence as a tool for expanding potential rather than replacing it.
“Artificial intelligence presents an extraordinary opportunity to amplify human talent and expand access to opportunity,” Williams said.
Hall is a statewide speaker on artificial intelligence, workforce transformation, and the future of learning. College officials said he regularly advises educational institutions, employers, and community organizations throughout Kentucky on emerging technologies and their practical application in education and workforce development.
Hall brings international leadership experience to the role. He previously served as president of ESLI, where he worked in more than 20 countries, including China, Saudi Arabia, Kuwait, Turkey, and Vietnam, opening schools and collaborating with governments and universities to establish international partnerships.
Most recently, Hall served as OCTC’s Director of Adult Education, where he led the program to statewide recognition as a Kentucky Program of Excellence for the past two years.
Hall holds a bachelor’s degree in English and Economics from the University of Kentucky, a master’s degree in English Literature, and a Doctorate in Education Leadership from Western Kentucky University. He also holds a certification in Artificial Intelligence from Harvard University.
In addition to his academic and professional work, Hall serves on the board of Cliff Hagan’s Boys & Girls Club of Owensboro and supports initiatives focused on education, youth development, and community advancement.
