The ongoing investigation of 43-year-old Matthew R. Shinsky and evidence seized from the execution of the search warrant at his residence has led to additional charges, according to the Owensboro Police Department.
“Hundreds of additional child sexual abuse material images and videos were located from a forensic analysis. Statutory limits only allow a total of 20 counts for each possessing and distributing of child sexual abuse material,” a release from OPD says.
Detectives also discovered a counterfeit West Virginia driver’s license in Shinsky’s name and multiple driver’s licenses and credit cards belonging to at least six other individuals, officials said. Detectives have since charged Shinsky with the following additional charges:
- Possession of Material Portraying Sexual Performance by Minor Under 12 (18 counts)
- Possession of Material Portraying Sexual Performance by Minor Over 12/Under 18 1st offense (16 counts)
- Distribution of Material Portraying Sexual Performance by Minor under 12 (18 counts)
- Distribution of Material Portraying Sexual Performance by Minor Over 12/Under 18 (16 counts)
- Criminal Possession of a Forged Instrument, 1st degree
- Trafficking in Stolen Identities

A 43-year-old Owensboro man has been arrested on 12 counts related to possession and distribution of child porn along with possession of meth and other charges, according to the Owensboro Police Department.
According to a release from OPD, the Internet Crimes Against Children (ICAC) task force investigation stemmed from a report by the National Center for Missing and Exploited Children regarding child sexual abuse material. Detectives identified Matthew R. Shinsky as the suspect.
Shinsky was taken into custody June 24 when OPD detectives and officers executed a search warrant at his residence in the 4300 block of Yewells Landing West, the release says. According to OPD, Shinsky attempted to hide his cell phone from detectives to conceal physical evidence.
Shinsky has been arrested and lodged at DCDC on the following charges:
- Distribution of Material Portraying Sexual Performance by Minor under 12 (2 counts)
- Distribution of Material Portraying Sexual Performance by Minor Over 12/Under 18 (4 counts)
- Possession of Material Portraying Sexual Performance by Minor Under 12 (2 counts)
- Possession of Material Portraying Sexual Performance by Minor Over 12/Under 18 1st offense (4 counts)
- Buy/Possession of Drug Paraphernalia
- Possession of a Controlled Substance 1st degree, 1st offense (Methamphetamine)
- Tampering with Physical Evidence
“Specially trained detectives with the Owensboro Police Department ICAC task force will continue to target individuals who prey on children,” the OPD release said. “These types of investigations may lead to the identification of other child predators or additional charges.”
